INTRODUCTION 


This publication provides a series of reference 
maps showing census divisions, census subdivisions 
and census consolidated subdivisions (see defini- 
tions below). The name, status and limits of all 
census subdivisions are those that were in effect on 
January 1, 1981 provided this information and 
documentation reached the census by March 1, 
Where this notification was not received or was 
received after March 1, 1981 the name, status 
and/or limits of census subdivisions may not corre- 
spond with those recognized by the provinces, 


Each province approves the names of its munic- 
ipalities (census subdivisions), whereas physical 
features such as lakes, rivers and bays have official 
names approved by the Canadian Permanent 
Committee on Geographical Names (CPCGN), 
These reference maps therefore show the names 
approved by the CPCGN and the provinces. Munic- 
ipal names are not translated, Statutory names are 
given in both official languages where both ver- 
sions are recognized in federal statutes. These are 
the names of provinces and territories and Crown 
lands under federal jurisdiction. 


For reasons of cartographic practicality, it has 
sometimes been necessary to abbreviate census 
subdivision names. Census data reports, however, 
present the official names in full. Some Indian 
Reserves have been identified only by the abbrevi- 
ation R. In some cases, as a result of the map 
scale, several contiguous Indian Reserves (for 
which census data are available separately) have 
been grouped under a single point symbol and 
name, e.g., La Hache, 144A, 144B, 144D are shown 
as La Hache 144. 


Owing to the small scale of these maps, it is 
not always possible to show the actual limits of. the 
smaller census subdivisions. In these cases a point 
symbol has been used to locate and identify them. 


Some remote areas of Canada are not shown in 
this series. These areas are indicated on the Index 
of Reference Maps. 


Only selected water bodies (lakes, rivers, bays, 
etc.), that help users to identify and locate CDs 
and CSDs, are shown on these maps. In all cases 
where a census subdivision boundary falls on a 
water body shown on the map, » only the water body 
is shown. .

INTRODUCTION 


Ce bulletin renferme une série de cartes de référence 
présentant les divisions de recensement, les subdivisions 
de recensement et les subdivisions de recensement uni- 
fiées (voir les définitions ci-dessous), Le nom, le statut 
et les limites de toutes les subdivisions de recensernent 
sont ceux qui s'appliquaient le lef janvier 1981, pourvu 
que ces renseignements et la documentation pertinente 
soient parvenus aux employés du recensement avant le 
ler mars. Il se peut que le nom, le statut et (ou) les 
limites de certaines subdivisions de recensement ne 
correspondent pas à ceux que les provinces reconnaissent 
du fait que l'avis de changement ne nous ait pas été 
envoyé ou que nous l'ayons reçu après le 1€T mars, 


Chaque province approuve le nom de ses municipali- 
tés (subdivisions de recensement), tandis que les caracté- 
ristiques physiques tels les lacs, rivières et baies ont un 
nom officiel approuvé par le Comité permanent canadien 
des noms géographiques (CPCNG). Ces cartes de réfé- 
rence indiquent donc les noms approuvés par le CPCNG 
et les provinces. Le nom des municipalités n'est pas 
traduit. Une appellation figure dans les deux langues 
officielles lorsqu'elle est reconnue par une loi fédérale; 
c'est le cas des provinces et des territoires ainsi que des 
terres de la Couronne soumises à l'autorité de

Pour des raisons d'espace sur les cartes, il a fallu 
abréger le nom de quelques subdivisions de recensement, 
Toutefois, les noms officiels figurent en toutes lettres 
dans les bulletins du recensement. Certaines réserves 
indiennes sont identifiées seulement par l'abréviation R. 
Ailleurs, à cause de l'échelle de la carte, plusieurs 
réserves indiennes contigu&s (pour lesqueiles existent des 
données de recensement distinctes) ont été regroupées 
sous un seul symbole et un seul nom. Ainsi, les réserves 
144A, 144B et 144D de La Hache sont indiquées comme 
suit: La Hache 144. 


Ces cartes ayant été dessinées à petite échelle, il n'a 
pas toujours été possible d'indiquer les limites réelles des 
petites subdivisions de recensement; dans ces cas, les 
limites sont représentées par un point. 


Certaines régions éloignées du Canada ne figurent 


pas dans cette série. On les trouve dans l'Index des 
cartes de référence. 


Les cartes présentent uniquement les étendues d'eau 
(lacs, rivières, baies, etc.) pouvant aider les utilisateurs 
à identifier et à repérer des DR et des SOR. Toutes les 
fois qu'une limite de subdivision de recensement cofnci- 
dait avec une étendue d'eau sur la carte, seule l'étendue 
d'eau apparaît. | 


In 1981, census metropolitan area (CMA) and 
census agglomeration (CA) parts include: urbanized 
core, urban fringe, and rural fringe. However, in 
order to permit users to more easily identify the 
name of a CMA or CA on these maps, the "largest 
city" has been identified. That is, the names of 
largest cities, in this series of maps, are the names 
of the CMAs and CAs. 


As an added reference, the Standard Geographi- 
‘cal ‘Classification (SGC) codes (see definitions 
below) of census division and census consolidated 
subdivision are also shown on these maps. Where a 
user is unsure of a census division boundary he/she 
may refer to the SGC codes of the census consoli- 
dated subdivisions wherein the first two digits of 
the SGC code is the code of the census division. 


Reference maps of all CMAs and CAs appear in ‘ 


a separate publication (Catalogue No. 99-906). 
These series of maps show the component census 
subdivisions (municipalities) of CMAs and CAs as 
well as CMA/CA parts (urbanized core, urban 
fringe, rural fringe). 


Reference maps of census tracts may be found 
in the data bulletins of each individual centre in 


the census tract series. The reference map show- — 


ing the 282 federal electoral districts (1976 Repre- 
sentation Order) is included in those bulletins 


presenting’ data by ‘federal electoral districts 


(Catalogue Nos. 95-901, 95-941 and 99-908).

maps, users should consult the "Guide to Reference 
Maps Available for the 1981 ‘Census" included in 
the announcement of Products and Services of the 
1981 Census of Canada. 


DEFINITIONS 


Geostatistical Area. Refers to geographic areas 
delineated or employed for the tabulation ‘and 
dissemination of census data. This term applies to 
provinces and territories, census divisions, census 
subdivisions, census consolidated subdivisions, 
census metropolitan areas, census agglomerations, 
census tracts, provincial census tracts and urban 
areas. 


Reference Map. Refers to 'a map that identifies 


and locates the boundaries of census geostatistical : 


areas. 


Census Division (CD). Refers to the general term 
applying to counties, regional districts, regional 
municipalities and five other types of geographic 


areas made up of groups of census subdivisions. In © 


Newfoundland, Manitoba, Saskatchewan ‘and 
Alberta, the term describes areas that have been 
created by Statistics Canada in cooperation with 
the provinces as an equivalent for counties.

En 1981, les parties de région métropolitaine de 
recensement et d'agglomération de recensement com- 
prennent: le noyau urbanisé, la banlieue urbaine et la 
banlieue rurale. Toutefois, afin de permettre aux utili- 
sateurs de repérer plus facilement sur les cartes le nom 
d'une RMR ou d'une AR, on y a inscrit seulement la "ville 
principale", c'est-à-dire que le nom des villes principales 
sur ces cartes est celui des RMR et des AR. 


Comme référence supplémentaire, les codes de la 
Classification géographique type (CGT) (voir les défini- 
tions ci-dessous) attribués aux divisions de recensement 
et aux subdivisions de recensement ünifiées figurent 
aussi sur ces cartes, Lorsqu'un utilisateur n'est pas 
certain des limites d'une division de recensement, il peut 
se reporter aux codes CGT des subdivisions de 
recensement unifiées, dont les deux premiers chiffres 
représentent le code de la division de recensement, 


Les cartes de référence de toutes les RMR et AR se 
trouvent dans une publication distincte (nO 99-906 au 
catalogue). Ces séries de cartes présentent les subdivi- 
sions de recensement (municipalités) composantes des 
RMR et des AR, de même que les parties des RMR et 
des AR (noyau urbanisé, banlieue urbaine, banlieue 
rurale). 


On’ peut trouver des cartes de référence de secteurs 
de recensement dans les bulletins de données de chaque 
centre de la série des secteurs de recensement. Les 
bulletins des données sur les circonscriptions électorales 
fédérales (n0S 95-901, 95-941 et 99-908 au catalogue)

DÉFINITIONS 


Unité géostatistique. Toute région géographique délimi- 
tée au utilisée pour la totalisation et la diffusion des 
données du recensement. L'expression englobe les pro- 
vinces et territoires, les divisions de recensement, les 
subdivisions de recensement, les subdivisions de 
recensement unifiées, les régions métropolitaines de 
recensement, les agglomérations de recensement, les 
secteurs de recensement, les secteurs de recensement 
provinciaux et les régions urbaines. 


Carte de référence.’ Carte qui délimite et situe les 
unités géostatistiques de recensement. 


Division de recensement (DR). Terme générique qui 
désigne les comtés, les districts régionaux, les municipa- 
lités régionales et cinq autres types de régions géogra- 
phiques formées de groupes de subdivisions de recense- 
ment. À Terre-Neuve, au Manitoba, en Saskatchewan et 
en Alberta, l'expression désigne les unités créées comme 
équivalents des comtés et délimitées par Statistique 
Canada en collaboration avec les provinces.

Census Subdivision (CSD). Refers to the general 


term applying to municipalities, Indian Reserves, . 


Indian Settlements and unorganized territories. 


In " Newfoundland, Nova Scotia and British. 


Columbia, the term also describes geostatistical 
areas that have been created by Statistics Canada 
in cooperation with the provinces as an equivalent 
for municipalities. 


The 1981 Census was taken according to the ‘mu- 
nicipal boundaries in effect on January 1, 1981. 


It should be noted that the parts of Flin Flon 
located in Manitoba and Saskatchewan and the 
parts of Lloydminster located in Saskatchewan and 
Alberta are treated as separate CSDs. 


In 1981, for the first time, each Indian Reserve and 
unorganized territory is reported separately in 
those census tabulations reporting data by census 
subdivision. 


Summaries of CSD changes are available in the 
form of two bulletins: 


(1) Changes to Municipal Boundaries, Status and : 
Names (Catalogue No. 12-201, Annual); and 


(2) Standard Geographical Classification, 198], 
Vol. T (Catalogue No. 12-567, Occasional). 
Census Subdivision Type. Census subdivisions are 
classified into various types, according to official 
designations adopted by provincial or federal au- 
thorities. With the exception of unorganized terri- 
tories and Indian Reserves, the type indicates the 
municipal status of a CSD. The following list 


indicates the abbreviations used for the most 
common CSD types:

Catégorie de subdivision de recensement. Les subdivi- 
sions de recensement sont classées en diverses catégo- 
ries selon les appellations adoptées par les autorités

For the 1981 Census, all Newfoundland ’CSDs called 
Local .Government-Community (LGC) in 1976-have 


been changed to Community (COM). In Quebec, all - 


CSDs typed Municipality - Municipalité (MUN). in 


1976 have been changed to Cantons unis (CU), 


Canton (CT), Paroisse (P) or Sans désignation (SD) 
for 1981. In the Northwest Territories’ one. new 


CSD type has been added for the 1981 Census; | i.e.,-: 


Settlement (SET). 


Municipality. Refers to an area with corporate 
status governed by Provincial and Territorial Acts. 
These acts differ from province to’ province. 
Moreover, municipalities within each province vary 
in name, status, and administrative powers. 


Indian Reserve. Refers to territory, ‘mostly’ rurai 
and varying in size, that belongs to an Indian tribe 
according to treaties between the Federal Govern- 
ment and the Indians. It is excluded from local 
jurisdiction and administered by the Federal 
Department of Indian Affairs.and Northern Devel- 
opment. 


Unorganized Territory. Refers to an area without 
municipal organization, directly administered by 
the province or, when applicable, by the county. 


Such areas are generally characterized by low 


population density. 


Census Consolidated Subdivision (CCS). A census 
consolidated subdivision is a geographically contig- 
uous group of census subdivisions. 


Two rules are applied in delineating census consoli- 
dated subdivisions: ; 


(1) all census subdivisions smaller than 25 square 
kilometres are grouped with a larger subdivi- 
sion; and 


(2) if a census subdivision greater than 25 square 
kilometres is surrounded on more than half 
its perimeter by another subdivision, it is 
included as part of the CCS formed by the 


other subdivision; if not, the census subdivi- 


sion forms a CCS on its own.

"Local Government Community" (LGC) en 1976 sont 
devenues des "Community": (COM). Au Québec, toutes 
les SOR classées comme municipalités (MUN), en 1976,

des paroisses (P) ou sont sans désignation (SD), en 1981. 
Les Territoires du Nord-Ouest comportent une nouvelle 
catégorie de SDR en 1981, le "settlement" (SET), : 


Municipalité. Territoire constitué en corporation, régi 
par des lois provinciales ét territoriales, Les lois diffè- 
rent d'une province à une autre. De plus, dans chaque 
province, les municipalités ont des appellations, des 
statuts et des pouvoirs administratifs différents.” 


Réserve indienne. Territoire, le plus souvent rural et de 
taille variable, qui appartient à une tribu indienne en 
vertu de traités conclus entre le gouvernement fédéral 
et les Indiens. Elle échappe. & la‘ compétence des 
autorités locales et est administrée par le ministère des 
Affaires indiennes et du Nord. 


Territoire non organisé, Région sans organisation muni- 
cipale, administrée directement par‘la province ou, selon 
le cas, par le comté. Ces régions sont généralement 
caractérisées par la faible densité de leur population. 


Subdivision de recensement unifiée (SRU). Une subdivi- 


- sion de recensement unifiée est une unité géostatistique

il faut appliquer les deux règles suivantes:

DEFINITIONS - Continued 


Standard Geographical Classification (SGC). The 
Standard Geographical Classification provides 
systematic identification for three types of geo- 
graphic areas. These are: 


(1) provinces and territories; 


(2) census divisions (counties, regional munici- 
palities, and regional districts, for example); 
and 


(3) census subdivisions (usually municipalities). 


The three systems are hierarchically related, 
Census subdivisions (CSDs) aggregate to census 
divisions (CDs), which in turn aggregate to a prov- 
ince or a territory (PR). This relationship is 
reflected in the seven-digit SGC code:

Classification is the sole official geographical

Census Metropolitan Area (CMA). Refers to the 
main labour market area of an urbanized core (or 
continuously built-up area) having 100,000 or more 
population, CMAs are created by Statistics 
Canada and are usually known by the name of the 
urban area forming their urbanized core. They 
contain whole municipalities (or census subdivi- 
sions), CMAs are comprised of (1) municipalities 
completely or partly inside the urbanized core; and 
(2) other municipalities if (a) at least 40% of the 
employed labour force living in the municipality 
works in the urbanized core, or (b) at least 25% of 
the employed labour force working in the munici- 
pality lives in the urbanized core. 


Since a CMA must contain whole census subdivi- 
sions, its limits may fall within, or extend beyond, 
the actual labour market area. The differences 
may be significant in those parts of Canada where 
census subdivisions cover particularly large areas 
of land. Census metropolitan areas may also differ 
from Metropolitan Areas designated by local 
authorities for planning or other purposes.

Component. Refers to the municipality or census

CMA/CA Part. Census metropolitan areas (CMAs) 
and census agglomerations (CAs) are divided into 
three parts: urbanized core, urban fringe and rural 
fringe. The parts are always made up of complete 
enumeration areas, but often comprise only parts 
of municipalities (or census subdivisions), Not all 
three parts will necessarily be found in each CMA 
or CA. 


Urbanized core: Continuous built-up area 
around which a CMA or a CA is delineated. 
To be considered as continuous, the built-up 
area must not have a discontinuity exceeding 
two kilometres. Usually its name is used as 
the name of the CMA or CA. 


Fringe: Parts of a CMA or a CA outside the 
urbanized core. The fringe consists of urban 
parts and rural parts. 


Census Tract (CT). Refers to a permanent smail 
census geostatistical area established in large 
urban communities with the help of local special- 
ists interested in urban and social science research. 
Census tracts are reviewed and approved by 
Statistics Canada according to the following 
criteria: 


(a) the boundaries must follow permanent and 
easily recognized lines on the ground; 


(b) the population must be-between 2,500 and 
8,000, with a preferred average of 4,000 
persons, except for census tracts in the cen- 
tral business district, major industrial zones, 
or in peripheral rural or urban areas that may 
have either a lower or higher population;

être considérée comme continue, une zone bâtie ne 
doit pas comporter d'espaces libres de plus de deux 
kilomètres. Son nom sert habituellement de nom à 
la RMR ou à l'AR,. 


Banlieue: partie d'une RMR où d'une AR située en 
dehors du noyau urbanisé. La banlieue est formée 
de parties urbaines et de parties rurales. 


Secteur de recensement (SR), Petite unité géostatisti- 
que permanente de recensement établie dans les grands 
centres urbains avec l'aide de spécialistes locaux qui 
s'intéressent à la recherche en sciences sociales et en 
urbanisme. Les secteurs de recensement sont délimités 
et approuvés par Statistique Canada d'après les critères 
suivants: 


a) des limites qui cofncident avec des lignes perma- 
nentes facilement reconnaissables sur le terrain; 


b) une population de 2,500 à 8,000 habitants, la 
moyenne devant être de préférence de 4,000 per- 
sonnes, sauf pour les secteurs de recensement du 
centre des affaires, les principales zones indus-

All census metropolitan areas, all census agglomer- 
ations with a city having a population of 50,000 or 
more, and all other cities of at least 50,000 popula- 
tion at the previous census are eligible for a census 
tract programme. 


Federal Electoral District (FED). Refers to any 
territorial unit entitled to return a member to 
serve in the House of Commons, There are 282 
FEDs in Canada based on the 1976 Representation 
Order. These FEDs are used both to present data 
and to organize census-taking. 


Enumeration Area (EA). Refers to the spatial unit 
usually canvassed by one Census Representative. 
It is defined according to the following criteria: 
(1) Population - the number of households in an 
enumeration area varies between a maximum of 
375 households in large urban areas to a minimum 
of 125 in rural areas; (2) Limits - an enumeration 
area, being the building block of all geostatistical 
areas, never cuts across any geographic area 
recognized by the census. Moreover, enumeration 
area boundaries are such that the Census Repre- 
sentative will be able to locate them without 
difficulty as, for example, streets, roads, railways, 
rivers and lakes. Enumeration areas are normally 
the smallest geographic unit for which census data 
are available,
